Although just by having a look at the "volts" you cannot measure the real power of a vacuum since there are other factors to consider such as the "watts", Air-flow rate and the physical design are just a few to name. When choosing ones with batteries always be skeptical of the manufacture claims about its charge holding durations and for wires the lengths should be 20-25ft (25ft + is always good to go).
Don't be fooled by the size because they can be pretty powerful as well. For instance this dyson dc35 digital slim is one of the popular choices among battery powered hand held vacuum these days. Although the manufactures make a big thing out of cyclonic technology by claiming they have superior suctions which they do but even the ones without it would do fine for a handheld.
Be aware of the fact that some of the batteries are known to loose their charge after using for a short period of time. So pay extra precautions and try to go for a battery that has a bigger capacity or purchase an additional one. To make things worse some products even have non-removable batteries. They should always be avoided (because if something happens to the battery after the warranty no longer applies then most of the time you'll end up forcing to buy a new one).
They're usually weight a little but to be specific a weight of 5lb - 7lb (2-3.5 kg) is pretty decent. Now I've chosen a product which is made by the Black & Decker who has a long range of product but most importantly they have a lot of experience concerning especially designning portable cordless vacs.

The PAV 1200W has an inbuilt lighter input power plug unit for making it more easier inside vehicles. So again this is a car vacuum cleaner and not ideal for inside houses. It is designed to pick up things like pick up gravel, dirt, crumbs, etc which are pretty common for inside vehicles.
The nozzle can be folded downward or upward which makes cleaning angled areas such as in between seats and other things inside your vehicle for instance. But according to some feedback if you have some heavy dirt and hard stains still this tool will do pretty decent jobs but may not be the best one.

Anyway the 12 volt motor is really decent and is very effective when it comes to removing hair as well. So after considering all these features such as the lower weight, ease of use, cyclonic suctions and cheaper price, etc... Black & Decker PAV1200W is a pretty good 12v v vacuum cleaner but only recommended for cleaning inside vehicles!.
